The Planning Division of the Community and Economic Development Department maintains and updates the City's Planning Reports, General Plan, Zoning Ordinance, Subdivision Ordinance, and other development related ordinances and regulations.

  The Planning Division informs developers and business owners regarding the process and requirements for constructing new projects in the City, and provides economic development information such as population projections, median household income levels, availability of commercial and industrial sites, and location of City infrastructure. The Planning Division also processes applications for conditional use permits, variances, general plan amendments, tentative subdivision maps, zone changes, and other development proposals for private development projects in the City.

  General Plan
   
 

The City of Chowchilla is preparing a General Plan Update in response to a number of changing conditions in and near the City limits. The General Plan Update is designed to provide increased attention to development policy and to assist in addressing redevelopment issues, particularly for the downtown. Attention is directed at expanding the economic base of the community and attracting a more diversified economy to the City. The City recognizes that residential growth is beneficial; however, it is also understood that growth must be balanced with local jobs and increased sales tax revenues to support continued City services.

The General Plan is a long range planning document which will guide the growth and development of the City over the next 40 years. The revised General Plan will include additional areas to the east and west that are planned for annexation and development over the next 10-15 years, when the City population is anticipated to double to over 30,000 residents. The General Plan is required by state law and includes seven mandatory elements: Land Use, Circulation, Housing, Safety, Open Space, Conservation, and Noise. Chowchilla's revised General Plan should be completed and adopted in the near future.

The City of Chowchilla 2040 General Plan serves as the City's constitution and blueprint for community growth, development and redevelopment over the next 30 years. This General Plan, which supersedes the previous General Plan adopted in 1986, is directed at expanding and diversifying the City's economic base. The City recognizes that residential growth is beneficial; however, it is also understood that growth must be balanced with local employment opportunities, City services, and increased sales tax revenues to support continued City services. The General Plan addresses the need for master planning local infrastructure to accommodate growth.

  Zoning Ordinance
   
 

The City of Chowchilla Zoning Ordinance includes a Zoning Map which divides the City into various zones for residential, commercial, and industrial development. The ordinance regulates not only the location of various types of land uses, but also outlines other development requirements such as maximum building heights, building setback requirements, intensity of use, and required off-street parking. The Municipal Code, containing the Zoning Ordinance Title 18, may be viewed online on this website, or at the Community and Economic Development Department located in the Chowchilla Civic Center.

 
  Subdivision Ordinance
   
 

The division of land within the City of Chowchilla is regulated by the City's Subdivision Ordinance as contained in Title 17 of the Municipal Code, and by the State of California Subdivision Map Act. The division of a parcel of land into two or more parcels is considered a subdivision of land and is subject to compliance with the City's Subdivision Ordinance. Information on the process and requirements for subdividing land may be obtained from the Planning Division of the Community and Economic Development Department.
