Capital Improvement Plan

The City of Chowchilla has many projects planned to improve streets, drainage, sewer and water systems The City Council periodically updates the five-year Capital Improvement Plan for each system to set priorities and fund projects. These projects are brought forward into the City’s Annual Budget and will be included in preparation for AB1600 capital facilities and improvement plans for the City's growth projections for future development. Please contact the Public Services Department for more information.

   
 
 

PUBLIC SERVICES PROJECTS:
Current projects include the New Waste Water Treatment Facility, State Route 99/233 Interchange Improvements, Rule 20A - Undergrounding of Overhead Utilities, Chowchilla Municipal Airport Capital Improvements, Ash Slough Arundo (Bamboo) Removal, and miscellaneous projects.

   
 
  New Waste Water Treatment Facility
   
  Identified in the Development Impact Fee Program is a new Waste Water Treatment Facility planned for the east side of the City in the vicinity of State Route 152 and Road 11. Engineers have completed a Preliminary Design Report that was submitted to the Regional Water Quality Control Board. Currently, site specific hydrogeology testing is underway to determine the soil and groundwater characteristics in the area.  
 
  State Route 99/233 Interchange Improvements
   
  Based on the needs of the growing population, the City has been collecting development impact fees since the 1990's for a new interchange. Cal Trans is expected to participate in the construction of this project. The Project Study Report, outlining preferred alternatives and probable costs, is anticipated to be approved by June 2009. The actual construction of the project will be determined by growth and funding availability. 
 
  Rule 20A - Undergrounding of Overhead Utilities
   
  District 4 in the Robertson Blvd./Kings Avenue Alley from Front Street to Ninth Street: The City continues to work with PG&E, AT&T, and Comcast towards completion of the design and scheduling on this construction project. Initially, this project was to begin in the fall of 2008, however, funding issues have caused the delay.

District 5 in the Robertson Blvd./Trinity Avenue Alley from Second Street to Fifth/Sixth Street: This project requires an amendment to the boundaries - this will go to a public hearing in spring of 2009. If funding issues are resolved, this project may be constructed in conjunction with District 4.

 
  Chowchilla Municipal Airport Capital Improvements
   
  Funded in part by a Federal Aviation Administration Grant, this project consists of the design and construction of storm drain and appurtenant facilities and resurfacing of the asphalt apron area near the T-hangars.
 
  Ash Slough Arundo (Bamboo) Removal
   
  The City received a grant from FEMA through the Hazard Mitigation Program to eradicate the arundo that has infested the channel and banks of the Ash Slough along the City limits. This project eliminates a major fire hazard and provides additional capacity in the channel for flood control and irrigation water delivery. The City has completed several phases of the project and completed the most recent contract in November 2008. Mitigation measures for continued maintenance will continue.
 
  Miscellaneous Projects
   
  Other projects from the 2008/09 Capital Improvement Plan currently in the design phase, pending available funding, are:
